The Rural Community Immigration Pilot and Francophone Community Immigration Pilot 

The Rural Community Immigration Pilot is designed to provide rural areas with access to initiatives that tackle labor shortages and assist local enterprises in securing the workforce they require.

Meanwhile, the Francophone Community Immigration Pilot aims to enhance the influx of French-speaking immigrants into Francophone minority communities located outside Quebec. This initiative not only promotes the economic growth of these communities but also contributes to the restoration and enhancement of their demographic presence. Each participating community is represented by a local economic development organization that collaborates with Immigration, Refugees and Citizenship Canada (IRCC) to pinpoint essential labor shortages, identify reliable employers, and propose appropriate candidates for permanent residency to IRCC.

Training for these economic development organizations has commenced, and each community will communicate specific details and timelines regarding when employers and potential permanent residency applicants can anticipate opportunities to apply. The following communities will participate in the Rural Community Immigration Pilot (RCIP):

  • Pictou County, NS
  • North Bay, ON
  • Sudbury, ON
  • Timmins, ON
  • Sault Ste. Marie, ON
  • Thunder Bay, ON
  • Steinbach, MB
  • Altona/Rhineland, MB
  • Brandon, MB
  • Moose Jaw, SK
  • Claresholm, AB
  • West Kootenay, BC
  • North Okanagan Shuswap, BC
  • Peace Liard, BC

The following communities will participate in the Francophone Community Immigration Pilot (FCIP):

  • Acadian Peninsula, NB
  • Sudbury, ON
  • Timmins, ON
  • Superior East Region, ON
  • St. Pierre Jolys, MB
  • Kelowna, BC 

Criteria for Employees:

• Possession of a valid job offer from an employer designated within the community.

• A minimum of one year (1,560 hours) of relevant work experience within the last three years.

• Language proficiency: The required Canadian Language Benchmark varies according to the NOC TEER classification of the job offer.

• Educational qualifications: The applicant must possess at least a secondary school diploma.

• Financial proof: Applicants are required to demonstrate that they have adequate funds to support themselves and their families for a duration of one year.

• Intent to reside: The applicant must express a genuine intention to live in the designated community where they will be employed.

• Recommendation certificate: A valid certificate of recommendation from an economic development organization is necessary at the time of application. Communities will soon confirm the occupations that are in demand. Although their websites are not yet operational, it is advisable to begin preparing the necessary documents, such as the English language test and Educational Assessment. Even though each community will launch its own website and the potential In-demand occupation priority list, it is important to start collecting all documents asap. We strongly believe that the demand for these streams will be very high.
